steam offline mode on my m14x

This may not be the appropriate place to ask something like this but it is on my m14x laptop so here it goes. i have trouble with steam offline mode. I think you should be able to open steam when you don't have an internet connection if you have logged on before and have the do not save login credentials checkbox unchecked. My steam will not let me open it until i turn on my internet connection then connect then restart in offline mode. is this the way steam is supposed to be or am i supposed to be able to play a game i have downloaded in the past and play it even if i was to lose my connection to the internet and not be able to connect through steam network.

 

its a steam issue. didnt work on my old i7 base unit, my lenovo y450, or on my m14x!

 

after reading a post under skyrim on the m14x category i tried setting to offline mode before disconnecting and rebooting computer it would let me start in offline mode when i got botted up. maybe if i keep it in offline mode or always set it back to offline mode everytime i install an update or buy a game it will stay on offline mode everytime i reboot.
