So I just re-pasted my system with IC Diamond and being extremely pleased with the results I decided to play around in the performance options of the BIOS. I enabled "extreme edition" and started changing the power limits. I also set my ram @ 2133 manually, though im running the HyperX 2133 pnp kit that should auto-clock, but i digress.
anyway, I went back into windows and with HWinfo open I retested my WEI. sure enough my CPU hit 3.9 during turbo. I have a 3820 which should only go to 3.5 turbo. I then went back and set the "extreme field" to level 2. I should mention its a unlocked BIOS I found on another site a little while ago so I don't know what settings are standard.
I went back into windows and retested WEI again. this time it hit 4,050MHz during turbo. my temps never even got to 80's.
granted this is not a real benchmark, but I was quite surprised to see HWinfo show me hitting those speeds.
I know its common practice around here to disable turbo for better temps but I feel that doing so kind of cripples one of the best features of i7's. as long as temps stay low enough to not break turbo or send the GPU into thermal which would be way worse during a game. ill do some more tests and update with stability/benchmarks. I think I will also move it back to the 3.9GHz turbo settings because I hit 3.9 on all cores vs only 1 at 4.05. plus my wei didnt change ( i know its a BS score, but hey).

HWInfo likes to show bull speeds (I have a 920xm that reported up to 7GHz).
Of course, on that CPU it could be possible it hit that speed. Do you have overclock % enabled in bios?
Unlocked bios-es may be gimmicky (for example mine forces the multipliers or TDP/TRL values in the bios over what i'm using in throttlestop).

Its possible as I havent ran any benchmarks yet, but don't think its any kind of false reading, I can see matching speeds in other monitoring software and the correct settings come though in HWinfo as set in the bios. I can agree with the Bios wackness. every custom BIOS I have ever used has all kinds of options that either dont do anything or lock the up system and make you reset the cmos.
