Since you haven't given any information regarding your problem except for the problem it's occurrence rate, it can be many things.

I had a similar problem ever since I updated to windows 8.1 from 8.0. However on April 7th Microsoft release a rather big update for the windows 8.1 (around 700-800 MB) And that solved it for me.

On the other hand, that problem could also be a driver issue, so I recommend you to go and download the latest version of your wifi driver from the Manufacturer's website, not Dell it's driver page. (if you haven't already of course)

Another problem could be that you have way too many wifi users on the same channel, so That includes other wifi users in your house, and or neighbors using wifi on the same channel. So you can try changing your channel if you have a crowded wifi environment (doesn't solve the issue if you have too many wifi devices on your own house though)

And of course you can always try using cable where possible. It's always faster and more stable.

Did any of this work? Have you tried setting the machine to high performance?
