definitely no, that's very close to shutting down.

I suggest to report it or repaste with an aftermarket thermal compound

whoa...definitley not. lol 98C is like nightmare for your components. Call dell asap and ask for heatsink replacement etc...

Even though you might confront some dell rep who says that this machine can take temp higher then 98 C, you stress on the point that its unacceptable and gets too hot to use.

Are the temps worse or better if you stop using the crappy cooler "unbranded"? Make sure the fan intake vents are not blocked off.

the fans are working hard i dun feel that air that come out from the vent is too hot for 90 c temp
and i didn't block vent ,i keep it in open place
weird when i touch the laptop i doesn't feel too hot =.=
when i play in windowed the temp decreased "83-92" mostly in 80s " same setting "
crappy cooler decrease like 3 or 4 C

How did you disable it? The screenshot shows the cpu clockspeed going up to 2.9 GHz, which is the turbo boost speed. If it is disabled it should be 2.2 GHz.
That temperature is normal for turbo boost on, I think.

Base speed of your CPU will be 2.2 Ghz . It is when you run some CPU heavy application that it will enter turbo mode. to check if turbo mode is enabled or disabled, reboot your laptop and press F2 to enter bios. Go to advanced and check the option for "CPU Turbo mode". If it is enabled, then turbo mode is on otherwise it is disabled.

I would like repeat it again, that your CPU will not always run at turbo speed of 2.9 Ghz. It runs at 2.2ghz (if not overclocked or underclocked). When you run some heavy app like a game or adobe photoshop rendering and stuff, then the CPU clockspeed spikes up.

The easier way to disable Turbo Boost would be to change your Maximum Processor state to 99% (Power Options->Change Settings->Advanced Settings->Processor Power Management). If that doesn't lower your temps, then like others said you might need a repaste.

98? His GPU is 62 and his CPU is in the 80s and 70s. This is normal for an i7 with turbo off.
