This seems like a stupid question, but I'm trying to download Team Fortress 2 (from Steam, obviously) and whenever I close the laptop, the download appears to stop. Now I'm not 100% sure, but that's what it seems like. If so, is there any way for me to fix this?

That's because closing the laptop puts it into sleep mode. You can't do anything in sleep mode. Sleep mode just enables quick re-opening of the computer and any programs you had running, but during sleep mode, you cannot download.

Is there a settings that allows the screen to shut off when closed, without the computer going to sleep?

The screen will still turn off, even if sleeps is disabled when you close the lid, their is a physical switch in the hinge area, if you slowly close the lid, just before it is fully closed you should see the screen turn off.

Yes, go into power settings and choose when the display should turn off (timer)

Yes, you must have missed bigtonyman's post. It's just above your post, in that picture, you see how you can close the lid without putting the laptop to sleep.
