Do I just go to dell's website to download it? And i've heard it makes the fan quieter, does it slow it down or something? Would that potentially damage my laptop by like letting the CPU run hotter then?

it just adds more spin cycles.
makes the fan less noisy at low temps instead of kicking in full like it use to
just go to dells website download the exe and open it. doesnt take long at all

Oh, sweet! I assume it still has the normal max speed when the temps gt high, or did they change that too? Dont know if I'll be able to test it today, homework out the wazoo.

I think they have just added more levels of fan speed, mine still runs passively when programming and fans only go full out when playing high demanding titles like Crysis 2.
