Something is running, check your processes and see what's taking the CPU cycles.

I had the same prob in the past with a process eating 20% all the time, checked for it (see pic.), clicked on the tab marked by red pen to bring up the fun-eater process. In my case it was sound driver I had to reinstall. Everything is ok since. I am running MSE scan on purpose during this screen shot.

Just go and run msconfig and go to startup, you should probably have what you really need checked...

I have a look at the picture, I can see it's the Msmpeng.exe, and I did a Google Search it's one of MSE's executable file, I think this might help you: CPU load / 100% usage for MsMpEng.exe (Microsoft Security Essentials) and this one as well: Why is MsMpEng.exe using so much CPU?

I also have MSE install but it rarely use large CPU resource at all except for when scanning, but I also have limit MSE's scanning to 50% resource of the CPU. So you might want to try to set the limit of CPU usage to between 30% ~ 70% any lower will prolong the scanning time, while any higher, you will encounter lag spike on other program. So I think 50% is good.

Yes, I ran MSE full scan during the snapshot just to show the OP some CPU usage percentage. Normally MSE, when idle eats not so much lol +rep
I re-read my previous post and yes, I wrote it as if I had a problem now. Fixed my previous post.
