Have not seen this exact machine but :

Is there a bluetooth button on the panel that needs turning on

Next , Did the retailer absolutely say thst it had bluetooth . . what does the spec label on the side of the box say.
(Acer supply retailers with de specced versions to help them hit price points. Graphics card spec and the blueetooth facility are often the first to go but Acer rarely remove the bluetooth button. So with any bluetooth button switched on look in device manager for a bluetooth device in the expanded list.

Fn+F3 turns on the radios. Have you done that ??

Check in device manager (not in the start menu, but there or in explorer Right click on "my computer", select properties, select device manager, look under networking, system devices etc ) and see if bluetooth devices are showing up

Then you should find bluetooth in control panel . .
