    if l connect a 8.9" mon netbook with an external dvd rom to a 19" lcd mon with 1366x768 resolution, will it upscale dvd movies?

    It will upscale. Can't say about quality - say for bicubic or bilinear video resizer algorithms.

    Sure. Netbook graphics cards won't have any trouble with a DVD, even with an external monitor that's 1920x1200. Now HD material is a whole 'nother story. HD material would probably look like a powerpoint presentation.
