I'm looking at the externals that are USB powered for my dv9500t and they all seem pretty expensive. Are there cases for the 2.5" hard drives that are usb powered? if so, can someone point me toward them?

The USB powered part does not have to do with it (the power consumption is always around 1-watts, so two ports at most would suffices). It's the form factor that makes a big difference, the 3.5" HDDs are less expensive and faster, however, they require an adapter are much heavier and generate more heat.

As mentioned, all 2.5" HD enclosures are USB powered(or Firewire/eSATA depending on enclosure), while 3.5" enclosures require an AC Adapter.

You can pick up an inexpensive one for $20-$25 from places like NewEgg.
