What options are out there for in car mounting? Along the lines of what the cops and some contractors do... are there any stands out there that are relatively affordable without having to drill holes in the car?

Not likely... in order to be sturdy enough to hold even a 14"... any holder would need to be mounted to something solid. Dashboard or console plastic generally don't cut it. if you have a large dash top under your windshield you might fit a 12" up there, but you'd still need to drill holes in order to get a solid mount.
And it'd be like advertising for your car to get broken into.
