I dunno about the webcam or TV tuner, but I vote for the Creative audigy 2 NX USB. Loads of features, great sound, lots of plugs, good support, and a remote control if you plug your laptop into a TV.

If you don't want a usb thing flopping around, the Creative audigy 2 ZS is another great card, though hard to find nowadays. Its a PC card connection.

OR you can wait for a while longer and see about the Expresscard sound solution creative will be coming out with in the coming months. Probably gonna cost an arm and a leg though.

I prefer Creative's sound cards over any other, simply because there is much more support for them; in games, movies, and in Linux.
