I have a Lenovo Y470 that gets a little too hot at times, and at the moment I am using a Targus Chillmat, but the fans died on me. I have been looking at the Cooler Master SF-19, and the Cry LX, what is the best cooler for under $90. Also, is this the Cryo LX? yes, the link you posted is the cryo lx. i have that exact same one and it's decent but it still needs some improvements. i think it looks the best and the materials (all aluminum) is pretty nice. i don't think you can go wrong between the coolermaster sf-19 and the nzxt cryo lx especially if they fall into your budget.
to answer your real question, i don't think there's an absolute best cooler out there yet. -
I like how the SF-19 is powered by an AC adapter though, I dont like the idea of the Cryo constantly pulling power from my USB ports to power 3 120mm fans, can you use an AC adapter for the CRYO LX, instead of the USB power?

yes, the cryo lx comes with an ac adapter. that's what i use because if i run it off usb, the fans slow down noticeably.

The advantage of the Cryo is that it can run off of USB OR external PSU (the size of a phone charger). It also has 5 USB ports on the back (4 if you power it off of USB).
I have it for my M17xs, replaced the fans with Scythe GT and it does a great job, the stock fans are also good but had those for a good deal.
Why don't you replace the fans on your Targus if it did a good job? -
The Cryo is nice, but it is a beast.

There really is no best universal cooler. You have to look at where your computer heatsink/fan is and look at the design of the bottom of your case. IMO you can build a functionally better cooler than most of those mentioned for only a few dollars by propping up your notebook and strategically placing fans. Not a visually appealing solution, but I'm sure if you had a few dollars more, you could find some creative solutions. I remember a few pics with people taking aluminum file holders (the horizontal ones) and cutting it to hold the fan and power supply.

I dont like the usb fan thingamajigs so I went ahead and tested out a Heatshift thermapak for cooling the macbook pro. And i honestly say that I'm amused with the cooling that it offers. For instance today I was browsing youtube and got temps of 61-63C. I placed the mac on the thermapak and now I'm on 50-53C. I'm not exaggerating even a bit here.

I use a Cryo LX myself. Swapped out the stock fans with 3x Scythe S-flex fans (overcomes the problem of the wear & tear issue on fan bearings due to horizontal positioning) and over-volted the fans to run at 12v on AC.
If overvolting the fans, you wont be able to use the USB ports as anything connected to them will fry. -
^ did you have to buy a new ac adapter? if i'm not mistaken the stock one that comes with the cryo lx is a 5v, right? if so, do you mind sharing where you sourced it? somewhere like radio shack or something?
also, if i just changed up the ac adapter, would that allow more power to run to the stock fans and move more air? -
I'm based in the UK so i cant really advise which US electronics retailer would be suitable for you but in response to your question, yes i did go out and buy a new adapter.
having said that, supplying more power to the stock fans will increase their airflow. I think they're rated to run upto 9v or 12v anyways (IIRC when i changed them to the S-flexes)
