    The first part of the the GIF is me clicking around the tabs. This tells you the Task Manager is reacting to Windows Events normally.

    The second part of the GIF is me showing the Task Manager not updating the graphs. Normally, the graphs (for CPU, Memory, and Disk) will move slowly from right to left. In this case, the CPU was locked to 100% hovering around 2.52GHz to 2.50GHz, and caused explorer.exe to lock up, Task Manager not updating, and you cannot use WiFi. I can still use Chrome, can run a GIF recording software, run Photoshop and managed to screw up the GIF, and other things. You just can't use Cortana, Control Panel, shutdown, or any system admin stuffs. This all happens when booting up in Windows 10 Pro.

    It's a quirk! Just force shutting down and rebooting the laptop fixes everything!
