In my 17 R3's BIOS, there's are two settings, called "Fan Performance Mode" and "Processor Performance Mode", both are currently set to disabled, and i do not have any problems with dynamic fan speeds or CPU turbo boost reaching and maintaining its max clock.

There are only 2 states for both these settings, either enabled or disabled, and when i enable cpu performance mode, no other settings show up or become available, so it's not for OC'ing apparently.

So what exactly do these two settings do???

What CPU do you have? Overclocking options should show if the CPU is unlocked. Also Fan Performance mode I have seen it just ramp of the Fans to full speed all of the time.
