    I find something interesting.
    The acceleration of the fans(GPU/CPU,maybe both)may be one of the reseaons that make the CPU throttling(not thermal throttling).Another reseaon may be the high load of the GPU.

    That is to say,the BIOS/EC may limit the power(only 180W) on the condition of(1)high acceleration of the fans speed (in games) && (2) high gpu load .

    We obviously satisfy the condition(1)&(2) when we play high demanding games,so the CPU will throttle(not thermal throttling)(4980->2.8HZ ,4710->2.5GHZ maybe 0.8GHZ).


    My friend(4980HQ) and I use HWiNFO64 to set the fan(GPU&CPU) to Maximum(5200(CPU) 5000(GPU)) at the beginning.Then we click and play(monitor the gpu clock,and cpu clock in game)for a few hours.
    We find that we won't suffering from the throttling any longer(both GPU and CPU not throttle),and the wattmeter show that the consumption is aboat 240 watt!!

    U should try our method to see if it is helpful. Pay attention to the temperature because the CPU & GPU are running at full speed :)
