So, I had OCCT running and the CPU core temperatures it was reporting were at times 5-10 degrees higher than what HWiNFO was reporting. OCCT also showed high max temps spikes than HWiNFO showed.

Anyone know which one is more accurate or reliable in temp reporting?

Both are reliable. For Hwinfo follow Cpu Package temp. Could be the polling rate is different between those software. You can decrease the polling rate speed in Hwinfo custom settings.
