So, I have just gotten my new 17 R4 yesterday. However, it seems that the CPU and GPU aren't really performing up to the turbo.

    My specs are:
    -i7-7700HQ
    -16GB DDR4 2667Mhz
    -GTX 1070
    -FHD with Tobii Eye Tracking

Does anyone happen to know how to make the TDP go up to 150W like a Founders Edition? Also, is it normal for the i7 to stay at that speed on turbo?

Temperature wise, the system is comfortable with CPU on the 70-80 during gaming while GPU being at 65-70. No repaste, but this 17 R4 is probably the batch which Alienware fixed, regarding the uneven heatsink in 2016 and the rubbish stamp.

Mobile versions of the 1070s and 1080s do not have the same TDP as their desktop counterparts.
How many watts are you pulling?

120W. Well, I hope there would be a vBIOS for 150W soon. Considering Alienware released a 200W vBIOS for GTX 1080 customers which looks like it can perform slightly better than Founders Edition cards.

In fact, the laptops of Pascal GPUs are already using desktop parts. Its a matter of the manufacturer's choice of the TDP and the cooling system.

Unless Alienware wants to take a toll again as they promise to deliver the "full rated wattage" or "full throttled game graphics", unlike heavily underpowered Pascal GPU laptops like the Razer Blade Pro.

whats your stock and OC firestrike graphics score? In reality I doubt it will make much difference to you in games.

Currently Dell have no plans to release an updated vBIOS for the GTX1070 to increase the TDP. Probably related to the inferior cooling / heatsink present in models with these cards.

I hope they do. I don't have firestrike. But, my Unigine Valley benchmark FPS score is 73FPS on 1920 X 1080, Extreme HD, 8 X AA, fullscreen.

You can download 3Dm suite with Firestrike. You can use the basic free version.
