Is it possible to wire the GPU FAN in someway to run at full speed all the time? My GPU FAN are not working properly since a while ago, it's not keeping at full speed during games, that's causing a high temp on GPU. i'm using a GTX 765M, i've already tried to use Set on HWINFO, but when i set the fans to 4k RPM it gives a burst then slowing get decreased to the normal RPM like 1.5k RPM, I think it's an issue related on my motherboard, but not sure about it, that's why I would like to wire it to run at full speed all the time.

You could probably mount an external switch, and depending on your soldering skills, solder it to a hot line. Then you'd bypass all the controls, but it'd be an on/off type thing. May be able to integrate it into its current circuit path and keep both options. You'd need to look at schematics.

If its PWM controlled then you could simply just cut the cable and it should run full speed, at least that is the case with my own laptop.
