    I have noticed that hwinfo records a drpp in the multiplier to 8x which would indicate that
    1) hwinfo is wrong
    2) the i9 really did drop to 8x for some reason

    It happens occasionally, maybe once in 30 minutes if that, with no change in the pattern of use. I cannot see anything else happening at the time, no thermal or power throttles or current throttles.

    If its just idling then its simply a C state, I dont think you have access to that in the BIOS if its not unlocked but you could disable them in most desktops and some laptops.

    If that occurs under load then that would be an issue.

    Well your pch hit 94℃. That is a problem that needs to be fixed because that can lead to throttling. Put a stack of thermal pads about ~2.5mm (size of gap on 13 r3) on the pch. It should be enough for it to touch the plastic base to the pch.

    I have found since, that the i9 downclocks when it feels like it, without any throttles or other events, with the machine just restarted and cool for example. There is a mention in the BIOS and it has to do with performance states as set by the O/S, for example there is a "Speedstep" setting in the BIOS, I disabled it and then the i9 ran at 2.9GHz and did not budge come what may. I have not got to the bottom of it yet because you also have "Speedshift", "turbo boost" and another 10 settings, and then Windows performance states all contributing... It's very confusing...

    I agree about the PCH, this is a 17.3" Dell, I will investigate if I can add a cooler to it.

    That is not exclusive to the i9, every cpu does that from a stock setting.

    Enable Speedstep and C1E in BIOS and disable them in TS while enabling speedshift to get your CPU working just like you want it (acc. to Intel specs, of course).

    To update you on this, all the above was in effort to pinpoint the reason for regular stuttering in games like WoW and complete halt in Far Cry 5 (2 FPS !!!) - it went away after I re-installed the NVidia drivers from Windows, not from the Nvidia website. I am now on "Driver Version 23.21.13.9125" also known as "391.25". The one that was giving me so much trouble was "398.11".

    Use @j95 modded nvidia driver and download the nvcpi file and copy just setup.cfg and delete unneeded folders and install the drivers w/o bloatwares.
