Hopefully a simple answer but here goes...
I have an AW 15 R3 with whichever 256GB SSD (Boot) comes with it + 1TB SATA HD
I was thinking of buying a Samsung 250GB 960 Evo M.2 SSD and using that as my primary boot drive and the stock SSD as a secondary drive.
What's the best way to move Windows and installed programs to the new drive and have that as the primary and then format the existing drive and have that as secondary?

Edit: my other thought (since I am not massively preoccupied with super fast speeds and overclocking and so on) was to get the cheaper but slower 850 EVO and just plug that in as the secondary drive?
Primary drive will have windows, adobe creative suite, iTunes etc.
Secondary drive I'll install any games - GTA 5 and Unreal Engine 4 I expect.

I am having the same questions, but on top of what you wrote, I was wondering how to raid 0 my M.2 NVMe ssd's.
Do i need to do a fresh installation of Windows 10?
And what drives do you need?

It may not exactly be what you're looking for but I recently just invested in a Crucial 1TB M.2 SSD for my 15R3. I use the drive specifically for games. It's still much, much faster than your typical HDD but IMO you don't need EVO speeds for games. I think you'd be better off getting a comparably sized Crucial M.2 SSD for less money if all you're going to use it for is games.
