Alright, I've tried everything from the recommended NVidia Control Panel settings, Triple Buffering on, GSync on/off, vsync on/off, updating drivers, overclock display (63 Hz), change mouse settings to remove acceleration, etc, etc....
Though the hardware is reading 100 fps (or 60 fps when GSync is on), the display is jittery and choppy, as if the display is really only 30 Hz or less. When movement is not deliberately slow, there are horizontal lines like frame skipping regardless of framerate... Doesn't matter if I'm using mouse or gamepad.

    Specs are:
    Alienware 15 R3
    i7 7700 HQ
    GTX 1070
    16 Gb RAM
    1080p 60Hz GSync IPS display

Honestly, any help is appreciated as I don't know why it is doing this. I know this isn't a 120 Hz display, but it shouldn't be this bad. I really do not want to RMA as this is literally my 5th replacement laptop from various issues (mostly overheating).

    Thanks in advance!

Oh dear that doesn't sound good buddy. That really sounds like a hardware issue to me especially if you're definitely running the latest nvidia driver or even the one from Dells support site. FYI I'd recommend you swapped it for a QHD anyway for gaming. Far better display (1ms, G-Sync, 120Hz, 400nits)!

Colour is good once calibrated also

Don't OC monitor and use nvidia inspector to check if adaptive refresh is ON or Off, if its Off toggle it to ON and post back if you have FPS below 30.
