This problem dates back to the original iPad (iPad 1 - 2010). PCs - for the most part - can't charge an iPad via USB port. Only Macintosh computers can do that. Apple has a knowledgebase article about this. Let m e try to dig this up.

I support a small fleet of iPads/iPhones/Androids, so I know this from experience.

(Update) : Here is the skinny:

Apple Knowledgebase: Charge the battery in your iPad (HT202032)
    https://support.apple.com/en-us/HT202032

Apple Explains/Clarifies iPad charging to Macworld
    http://www.macworld.com/article/1150356/ipadcharging.html

Neowin's summary of the two above articles:
    http://www.neowin.net/news/the-ipad039s-usb-charging-caveat

I suppose there are some hubs (external powered) and high-powered USB ports that might charge an iPad - I don't like to saw such things are impossible - however, a working PC-based solution is not on my radar. Sorry.

(Update #2) : Sorry, I didn't answer your explicit questions:

I haven't tested the AW 17 R2 USB charge port with an iPad, but I have on Lenovo Thinkpads. I have trouble on thinkpads too.

Supposedly, it may charge the iPad slowly. My experience is when the iPad complaints, that it isn't charging, it is draining (slowly) or not charging at all (neither draining nor charging - aka maintaining charge). But it's hard to tell.

The oldest Macs I have access to are a 2008 macbook and 2007 macbook pro. Neither one of those has a problem. Ditto for newer macs. YMMV.

I do remember it works for me several times before and now I got the same problems. It usually charge the ipad with the powershare usb. But it is not working now. Haven’t figure out why it happens.
