A few months ago i got this 17 R4 and it stuttered but that was solved by going back to the old vbios.
Since the last two weeks it started to gradually get worse and it came to a point where it was stuttering every few seconds making any game unplayable.

I did my research and found @iunlock 's guide to repaste the gpu, i also read @alexnvidia 's post about the VRMs which did match my case as gpuz stated the perfcap reason as VRel, after about 3 tries to get all the pads to have good contact it was still stuttering but after the 4th try I tried running FurMark and the stuttering was gone! So then I started a game to again see stuttering, this was weird as it never stuttered during the 30 minutes I ran FurMark for, so I tried running FurMark with an AIDA64 CPU only stress test and then it started to stutter, at least now i had a lead to which area of the pads weren't getting contact and sure enough one of them was loose.
Here is a screenshot of GPU-Z where the first part has no CPU stress and then an AIDA64 test beginning, my PCH does run a little hot:

5 times opening the PC and I was expecting the issue to be resolved but it was still stuttering but not for the reasons I expected. At this point I'm out of ideas about what could possibly be causing my CPU to be stuttering, even after undervolting and underclocking.

Also I doubt its a hardware problem as the stuttering always starts about 9.5 mins after the stress tests are started and doesn't stutter if the CPU is not being stressed.

Note: The stuttering is only related to the graphics of a game/test, the system does not halt while the game/test stutters as i can move my mouse pretty smoothly.

Here is a drive folder full of screenshots from Intel XTU, GPUZ, AIDA64 and a spreadsheet of all my temps.

    Any help is appreciated.

    Thanks!

    System Specs:
    Intel i7-7820HK
    nVidia GTX 1080
    32GB Ram

Update: I tried to alter most of the settings on XTU and ThrottleStop but it just wont stop stuttering, my cpu stays at 75c underclocked at 2.8Ghz but asbolutely nothing is helping, performance options in the bios made no difference, disabling BD PROCHOT helped initially but makes no difference now.

The only lead i have is that ThrottleStop shows the limiting factors as PW1 PW2 and EDP other... have no idea what edp other means.

At this point I feel that there is just some hardware faulty and the bad part is repasting is considered warranty void in India so i don't know what i should do now

The 50min results you provided, are those while doing your stresstest or gaming?

It was running a stresstest, FurMark and AIDA64 at the same time, interestingly after further research i downloaded throttlestop and saw that my pc is triggering "BD PROCHOT", I raised the power limit in the BIOS and it did cause the stuttering to go away in FurMark but after the state is triggered my CPU goes straight to 800Mhz causing actual games to throttle

According to the stresstest you never dropped below 3.1ghz. That being said, it looks like you do have some interesting power issues, since the CPU really shouldn't run unstable, it never reported, power, current, thermal throttling etc. It just dropped CPU clockspeed.

Probably EC related or power supply might be having some issues. Have youi tried with another PSU?

I don't have another psu so I can't do that maybe I'll try searching for someone who has it

unfortunately some GTX 1080 broads came with faulty VRM chips that cannot tolerate high wattage (>180W), some are for more extensive then others and will require a motherboard replacement to fix the shuttering, I had to go through 4 17R4 to get a non stutter one, I would honestly recommend people to get the GTX 1070, where is stuttering is uncommon. If you cannot get a motherboard replacement you can try flash the non OC vBio that limits the GPU power to 160W, but that only covers up the problem, the VRMs are still faulty

But it isn't the gpu causing the stutters, I can run furmark for hours without stuttering and it only starts when the cpu is stressed

I'm running the newer vbios that puts more power to the gpu and it can handle that my vrms are good i have checked that

If you use Throttlestop, unticking BD PROCHOT can help.

Already tried that! I also tried underclocking and underclocking at this point I think I should do a windows clean install

I clean installed 1809 and all is good in games and otherwise. Good point, your issue might be system related.
