Since receiving the 240W PSU and going back to A00, I've had no throttling and I've been very happy with my Alienware, but now I'm suddenly having throttling issues again (CPU clocking down to around 760-770 mhz per core, and that was after playing Hotline Miami and Portal! I have no idea why it's throttling again. This might be a good time to mention that this is my first gaming PC and I still have a lot to learn when it comes to computing. I thought I got rid of it , though, by getting the new PSU and using A00.

Any ideas? How can I fix it?

Have you tried throttlestop too. I get the same with my 17r2 also with a 240w PSU. Only happened once but before I then downgraded to A00

The only way to stop throttling until we get a BIOS that addresses the issue, is by using throttlestop and hwinfo64 max fan rpm(fan 1 & 3). I have stopped all throttling by doing this. I only use the programs when I'm gaming. Otherwise, no need really.

This is also using the 240W PSU and A00 bios.

Yes, it's an extra step before starting a game, but at least I know the performance won't diminish in the game.
