The service manual has diagnostic light codes on pages 109 and 110.
2 amber and 7 blue flashes indicates LCD failure. Make sure the eDP cable is properly connected to the DGFF. -

So i think I found it and I removed and reconnected and still no joy.
A little sidenote i had just repadded the laptop and applied LM to the GPU and CPU. I removed the heatsink and checked and the LM application was all good nothing on the surrounding areas. However could this have had impact? -
Any chance a drop of the LM got away and seeped down into a socket somewhere that you cannot visibly see?

That's what happened to mine, it seeped right under SODIMM 3. When Dell suggested me to remove all RAM and try one by one each slot, that's when I saw a dot of LM under the RAM chip. God knows how it got there when I never move the laptop. So I was able to use the laptop temporarily by installing the RAM on the left hand side RAM slots which were fine, only the right ones were fried which caused the same booting behavior as the OP has. They just replaced the motherboard today and all is working including my old RAM. -
might be liquid metal if you repasted.it happend to me with my 17 r4. stop forcing it to start.is good that wont start so it doesnt burn! open and check!

Lol it seems LM caused troubles for many. My 17 R4 motherboard was killed just like that, remove the heatsink to install LM, one stupid moment when the earbud accidentally touch the board. I cleaned immediately like crazy but it was too late Lol, luckily I have premium 4 years to cover that.

Did you not remove power or battery? I'm surprised it caused problems as long as there wasn't any kind of power source.
