17r3 (and 15r2?) High CPU Usage when having two M.2 SSDs installed

I bought a 950 Pro in addition to the OEM PM951 SSD, and when I installed both, the CPU usage stays at 20% when idle.
In task manager, it shows "System and compressed memory" is using the CPU.
And when using PerfView to do finer profiling, it seems acpi.sys and hal(.dll?) cause the problem.

When I remove one SSD (PM951 to be specific since my OS is installed on 950 Pro), the CPU usage went back to normal (~1%). Anyone has seen this?

Does your second SSD contain a lot of data from before?
If so, your system is busy indexing its files and the CPU usage will go back to normal levels once it's done with it.
