Heya,
This machine has been running really well up until today. I mean it still runs games perfectly for the most part. HOWEVER, randomly, random times in game my computer will what it seems like, skip frames. The fans are running like they have since day 1 and the temps aren't hot, just warm as you'd expect.
I notice a new driver is out for the 960m, I'm going to try and download that and see if it works.
I doubt it's this though since updating drivers in the past never fixed problems like this.

Some people hate em, some others like em. I am in the middle. Have you tried using a restore point? It may solve your problem.

Can you monitor the CPU and GPU usage, to see if something that isn't thermal related is happening?

How can I post all of my running processes? I will also use the game monitor program to see if CPU spikes. Thanks

Everything in the task manager seems normal, nothing unusual.
Here is the system monitoring... You can see the 2 spikes near the end of the recording.

Could you use something like HWInfo or Throttlestop instead?
Also, which game(s) are you talking about? -
The game it does it on most is Ghost in the Shell Stand Alone Complex Online.
Hwinfo messed with my fans last time I had it and Throttlestop doesn't support my CPU :/

Throttlestop supports the i7-6500u (I use to undervolt my CPU). You must have gotten an older version, so I suggest getting a newer version.
Also, is it just this particular game or are other games affected? If it's just this game, it could be a game-specific problem. -
I got hwinfo
And it seems that the game I mentioned has it the most, League of Legends however, gets it occasionally. I made a log using HWinfo but it's kinda ugly :s

I assume both of these are internet games? Do you have the Killer Wireless or Intel Wireless?

Internet, and I do have killer... I noticed in the BIOS there's a high performance fan setting, would it hurt to turn that on?

I don't think this is a temperature problem. This is likely a problem with the Killer settings.
I suggest you disable the bandwidth cap in the Killer Network settings. See if that helps. -

While we are on this topic, what does CPU performance and Fan performance mode do? I am guessing the CPU stays at higher clocks and the fans spin up faster?

CPU performance mode just increases the Turbo Boost time and Short Turbo Boost Time Wattage by 10w, so you kind of have a 25w CPU. However, there may be some overvolting present as well (for I don't know why), so you would have to undervolt it to use the full extent of the CPU without throttling.
Fan Performance mode just sets the fans to 100% speed. This can be easily done in HWInfo, so I see no need to enable this unless you don't want to mess with HWInfo.
